Is there an option to get an OSRS account banned?

I was scammed by a sythe member and the user recovered his account.
I have a lot of details about the account as I made screenshots of billing information, account section, ban history, account creation date, old passwords, ingame name (even old ingame name).
So I think I have enough information to proof that I (at least for a short time) had access to the account.

Is there any way to get this account banned as the user does not reply to me?
I just dont want that he sells the account again and scams another person..

I would really appreciate if you could tell me what I can do here.
I found no jagex support (only the recovery service that is automated and denies my request as I do not have enough information to recover it).
