Bought 1Billion at 0.40/m, then some at 0.45/m, some at 0.5/m then others at 0.6/m.

Hard to say. I think I've cleared the stocks of the cheapest sellers. The remainder seem to be asking 0.5-0.7/m depending on your quantity/reputation as it's also a safety/risk exercise that the sellers have to weigh up.
No particular seller just check the front page of neopets sythe and private message some sellers.
