Need help with new program build

hi I'm struggling abit . I have an idea that I want to make a program (vb or something ) that can connect a few connections via proxy to the page , I.e say I had a webcam open and I wanted to make it look like there was 20 people watching I would set my program away and it would look like 20 people are viewing me because of the proxies . I been looking all over for a tutorial but can't find anything , anyone point me in the right direction or tell me what to look for ?
