I'm thinking the US Government had been planning it for years.

 

Even if you could rollback time how would you stop it? Also in conjunction with what X9 said, The Government and CIA had been planning it for a long time. I think they did it so they can keep control and keep their country in fear. There's other threads about it so I won't go on about it here. But yeah, I guess I would.
