still never paid a dime back while under or due to DNT so i'm not sure what this is intended to mean, he was pardoned for repayment that took place quite some time ago while also coincidentally having a DNT rank? not equivalent to a DNT user actually getting off their ass and paying anyone back, if anything it just says the previous pardon system was more successful in getting repayment to victims?

Vast majority of DNT users already have all they want which is a large contributing factor as to why they haven't paid anything back yet, on top of most of them being scumbags anyways. Let me know how many people have paid a cent back since receiving DNT status? Strawsombrero paid it back before he was ever DNT, not because he received DNT, DNT is still a failure as a concept given the fact that it's been 3 weeks and nobody has been repaid as a result of it. DNT is not equivalent to having a banned rank.
