    Oh, I didn't know the rank had anything related to offences. I thought it was simply for users who didn't participate in the market.

    It is supposed to be a worse rendition of TWC. Meaning instead of being able to participate in the Market with a TWC. There is no access with DoNotTrade(NonMarketUser) DNT. Instead this rank is given to previously banned members, who caused drama. And in the future to those who have scammed "petty" amounts. When they are let back in to the community.
