While there's not much to point Paper Hat towards Biaootch I do have a strong feeling about this one. I do think Paper Hat might be using a VPN aswell which should lead to a ban aswell. I have reported this one privately to @Meteor and he was thinking of either a mobile or home IP, though he did say I should report this on here too, so there you go.
