Anyone have any idea how to use eepanels, or DART?

 

Well, if they're AddOns, you just have to pop them in World of Warcraft > Interface > AddOns, then when you get to your character choosing window, in the bottom left corner there should be a button that says "AddOns". Click it and make sure your AddOn is enabled. Once you've done that, go into the game, and up in the top right corner where your map is displayed, somewhere around there there should be a link (a small circle like the "Find Deposits" skill for a miner), then your AddOn will come up.

The link form is only the most popular one, I've seen other AddOns which appear in the Esc > Interface menus, and even other were added as a spell or an extra option where you can select Inventory, Social Window, etc. etc.
