Help me ID this item please!

Ok so this might be difficult to describe, but here goes.

This item sort of looks like a whip and I believe its a hunter item. I often see level 3 skillers wear it because it looks like a whip, kind of like this string weapon.

Hopefully someone knows what I'm talking about >_<
