From the sounds of it... the appeal process is USUALLY automated anyway... So if that doesn't decline you, if they have records, SEing a J Mod will lol.

 

There used to be a method that a guy on Powerbot did that and it worked . But it wont work now

 

you could message jagex via email, but i think they now only apply through twitter, you might want to try to ask them through twitter, and tell them the situation, or pretend to be the "mother, or "father" because at one stage when i was playing runescape, i kept making spastic user names, that were inappropriate names & well jagex gave me a "default name" so i pretended to be my mum, saying that (i) was commuting suicide due to my account having a perm user name of (what jagex randomized) so they gave me the right to use my user name + gave me 1 month membership for free
