    like 30-40 frames, and then I used http://ezgif.com/speed to adjust the speed of the animation and make it smooth :)

    Photoshop, just apply clipping mask layer over the text and then use white brush on overlay or soft light, then use the frame timeline to animate it.

    Same effect can be achieved via aftereffects which I believe is better.
