Question Before I Pardon

Hey, it's me Tazmanian Pka.

I was banned in June 2016 for scamming and had a question before I attempt to pardon

The user I scammed and am trying to contact is banned (name is Wise).

I've added his Skype and messaged him attempting to refund him. How long do I have to wait for a reply before I can pardon? And does anyone know any other ways of contacting him?

I feel extremely immature about my past actions and realize how bad of a person I was, I want to refund him

You have to wait 1 month after contacting him in order to pardon. However, because Wise is banned for scamming, it might be best to refund the people he scammed instead. I'll talk to video about this - hang tight.
