Old accounts starting back on tutorial island?

Hey, I'm back from a long hiatus and I'm auctioning off all of my old RS3 accounts and I'm logging into some for the first time in 3 or so years and... some of them are starting back on tutorial island or whatever its called but they aren't level 3 accounts. Is this normal?

 

yes this is normal. there is an option to skip it in the menu (press esc or click the cogs on the new symbols bar)
