Ban / Ban Evasion dispute

Hello I scammed a person on the account Jake12. I made a Pardon before and they told me to pay them back.. I cannot find these people anywhere. I need help finding them.

I was ip banned for a while.. and then I became un ip banned.. I had made an account called " Yours " I had started making a free service to get free offers for easy vouches just so I can have an account with some vouches. As I got banned. I didn't know you couldn't do this, because I was ip banned then became un ip banned it was confusing.. I thought I wasn't banned anymore.
