    Basically, I have this ex friend, who owed me a lot of money, but then I moved away. Thinks that he's buying something online and I'm sending it to him, but PayPal have held my funds. At least it would get some of my money back. So I have quite a bit on hold but can't get at it.

    You'll want to call them and ask exactly why it's on hold. My guess is either unverified info, fake name, a ton of friends/family money sent, etc.
