Get a prepaid debit card. You won't find a service that is popularly used that doesn't require the need of a cc/bank link to send money. https://www.netspend.com

He's right. I have a netspend. Not really many complaints. ACH is a bit slow. But netspend it's technically paypal anyway. They use metabank, so does paypal. You will be able to get a netspend and then link that to your paypal, I believe.
It's weird, I didn't need any Credit Card verification when I created my paypal. I think it's optional? Check again when you try to make your PP, I'm 100% sure it's just optional.
Definitely btc is the best alternative, im pretty sure skrill asks you for a credit card. Careful on other payment processors, many have problems
