Moes6223 refusing to process donation/refund

A friend has just donated for me because he owes me cash. Moes6223 has took the donation, but not proccessed it and took the cash because apparently i'm a ban evader because my friend who sent the donation for me (as he owes me cash and I don't have a paypal) is banned..
Moes6223 is refusing to process the donation and refusing to refund my friend back, and he is holding the money to 'pay back scammed users' even though my friend said he paid back scammed users but has nothing to do with me anyway.
Is moes6223 allowed to hold the money and refuse to process the donation/refund? Surely not.

Also- I said the same to Moes; think about it.. If I was an evader, would I really be stupid enough to use the same paypal? I've never used this site before, and I was recommended it by my friend because he made good money from it, and i'm going to university so I need a way of income until I find my feet and get a job.
He explained to me that donating and getting easy vouches before starting a service would be the best way to go; and the best way to making a good start at Sythe.

The $5 donation previously was bought via 07gp, as I don't have a Paypal account myself. I would've donated $50 in the first place but my friend didn't get paid yet to pay me back what he owed me.

He donated today and he could be a ban evader. He claims that a ban evader made a donation for him after I accused him of ban evading. I won't give him his rank until I'm sure he isn't an evader himself.

Check donations made by his PayPal account and matching donation records.

Admirer and Boosting Hell are the same person, which he didn't mention vading, let alone scamming as Admirer in his pardon on Boosting Hell which I mentioned to Video a few days ago.

Shortly after Admirer's ban, Boosting Hell comes back from nowhere and tries to pardon
After Boosting Hell's pardon gets denied, Duff shows up

Not to mention that shortly after donating he went straight to gambling, which makes it even more obvious that it's him with his good ol' gambling addiction as seen both on Admirer and Boosting Hell. Not to mention his fabricated self defense that i've mentioned above, as he's a chronic liar exhibited by the fact that he didn't mention vading or scamming on Admirer in his pardon, also claiming he didn't have money to pay Dno back at first when he had the money to donate on 2 Sythe profiles and has the money to gamble constantly.

1] Our names are Ryan. So what, there are thousands upon thousands of Ryans.

2] What he did or has done has nothing to do with me. I have no idea who Admirer is, whether it's him or not. I just know he had a Sythe account called Boosting Hell, which he told me he made a pardon on and was planning on coming back to Sythe. Whatever he may have, or may not have done isn't anything to do with me.

3] In regards to the gambling PP/07 for mini-ranks, this is because he owes me £40 and we agreed that he'd pay me back with a donation on Sythe. I like the idea of mini-ranks, therefore I thought if I lost, I can get him to send cash to them (the money he owes me) instead of a donation. I did 1 dice duel for Heidy, which I would've paid out in 07 gold, as agreed, as I couldn't get in-touch with Ryan. Therefore, I didn't agree to dice duel Paypal, just 07. I don't have a 'gambling addiction' and i'm not a big gambler.

4] The fact I joined just after his pardon is because he told me about his pardon and that he was going to be unbanned. He also told me, as he is going to University just like me, that Sythe would be a good way to make a little disposable income whilst at Uni. Hence why I signed up as I leave in a month to go.

If there's anything else you want me to answer, I can. I'm not an idiot. If I was an evader, do you really think i'd use the same Paypal/name? No. Scammers wouldn't use there real names, surely? Stop trying to get me banned from co-incidences, of course there will be co-incidences if a friend of mine is banned and things like this occur.

If you plop the IP into an IP2Skype resolver ( http://mostwantedhf.info/ip2skype.php ) the history is still shown of it being registered to the Chaddyswfc and Ryan.duffman skypes

He's now to the point where he's so desperate to make shit up that he actually went and hopped on a mobile IP on his alternate skype to change the resolver results. Staff shouldn't need anything else to ban him at this point.

Pretty coincidental that after I got the IP from both skypes Chaddyswfc decides to hop on a mobile IP 5 minutes later and Duff attempts using that in his own favor. Just like how coincidental it is that he's moving in on Sept 18th but their IPs match now and they're both gambling addicts named Ryan who are chronic liars and how Duff showed up after Boosting Hell's pardon was denied. Not to mention the coincidence of Duff not having a paypal but him dicing PP with his "friend's" PP account...
