Camping a VPN IP Address, fairly sure it's this user as he showed up 1 day after Quelogs ban:

And given that the users have separate IP matches with the same user, it seems to be the same VPN he's using.

At the very least him showing up, instantly spamming 50+ PPD and heading to the spam forum should warrant him being required to log in from a home IP address. Pretty obvious he's a vader.
