Chargeback through bank

Hi, how am I able to chargeback the money through my bank? I bought GTA 5 on Steam but it's not playable on my PC well not until I get a graphics card which will be on Christmas and it's still a long way. Steam didn't wanted to give me a refund since I had 20 hours on the game cos I idled the game through SAM but had the chance to play it after 3 days since I bought it (3mbps internet speed struggle).

I have asked some people on Steam and they said that that's possible to happen (chargeback directly from the bank) however I should be aware that my account will be locked. It would be fine for me since I bought it on my alternate that only has Fallout NV and GTA 5.

And also, I bought it on April 17, do banks have this "1 week" only policy thing? I asked someone from Yahoo answers and they said most banks let people chargeback money within only 6 months since the payment was made. Can anyone vouch for this?

EDIT: Just so everyone knows, they won't give refunds if the game has exceeded an hour of playtime.

No one here is going to help you commit fraud.

 

You have no grounds to charge them back on without lying about the situation since there's no buyers protection for digital goods. So basically any considerable attempts would be fraudulent.
