Why you think they are ban evading (just an IP audit match is NOT ENOUGH!:

I already made a report and had his account Seventh Sky banned for scamming 50m with his maxed main. He was also banned for ban evading you can see that here.

But why do you think Pathogen V2 = Seventh Sky?

 

The account he is renting / selling login name is not a e-mail or anything it's oldschool and it is "Pathogen v2" also if you add "Kru" in game it shows he just changed back to "Pathogen v2".

I was also told that "Pathogen v2's" account was stolen and he is offering to refund the victims that apparently "Seventh Sky" had scammed, but when I was told this and messaged him he was just rude and had nothing to say about that.

 

Banned him based off evidence sent to me in a pm.

Unbanned. It turns out that pathogen is the original owner of the account which was sold to seventh sky, but upon his banning, it was (with permission) recovered.
