got scammed through PA, what are my options?

Long story short, I bought a fresh lvl 30 smurf league account that was perm banned days after I received it because the seller botted it to level it up.
The PA tos clearly states that this is not allowed.
I've tried contacting the seller but offcourse he ignores me. This was a guy with over 6000 positive feedback.

I've contacted PA live support and told them my situation, I made a ticket like they told me to. However it's been more than a month now, yes OVER A MONTH. Everytime the live support gives me the standard "we're working on it" bs, and the ticket has yet to be updated.

Paid trough neteller.
The money was deposited trough online banking to neteller.

Any suggestions on what I could do?
All I want is either a new account that isn't instabanned or my money back.

From experience, don't do it.

What some money hungry kid in his teens do is post an account, decent price, and nice stats. Then comes the part where YOU buy it and he's all friendly this and that and deal done. A couple weeks or months later they'll recover it even though they sent all this "info" to PA to verify the account, all bullshit. It's unreal because it's mainly the way RS recovering works and in the end they just resell the account...just look at the feedback of the seller. You'll find an account VERY similar to the one you're buying, coincidence? I don't think so.
