Mini rank?

I've been actively posting in the runescape section but still no party hat. Any ideas?

It's like 3-10 iirc?

 

It isn't listed as far as I am aware, under the reasoning that if people knew how much to post to get it, they would only do that much and not be concerned with contributing to that section. The minirank is a reward, not a goal.
