Since Jagex owns the GP I'm pretty sure the police won't do anything for that, considering your not selling something that is yours. Idk much about csgo so I wouldn't know about that. But you won't get a ticket for calling in something that isn't really against the law, otherwise there'd be a fuckton of stupid people getting tickets. Worst case scenario from that end they just tell you that what you're calling in shouldn't be called in. Also, don't use 911, use the non-emergency number for your local police department.

The items you're selling aren't yours. They're property of Valve / Jagex.

So no, unless you could provide ownership of the items you've sold, sufficient evidence that you've been scammed. Information on the scammers whereabouts, then it would likely be laughed out of the office.

 

This happens 100 times every day here, if it were reportable and punishable it probably wouldn't happen

Yes it is illegal, while law enforcement might not understand or accept the value of virtual assets fraud is very black and white. If you were promised money in exchange it is very illegal.

Unfortunately there is nothing you can do, it'd take so much more time and money to prosecute than the amount you lost.
