Sending payments to unverified paypal

    Incase a scam happens. What are the chances charging the money back? Paypal rules state something like "If paypal gets to the conclusion that you're right you get refunded 100% of the payment".

    Since the paypal is the recipient is unverified and probably without balance, they would automatically say the charge back failed?

    Anyone got experience with this?

    Well if i understood right, you want to chargeback and you want to know whats your chances, that you will be able to get your money back if user has unverified paypal account....

    Well if a fraud related thing or something else has happened and if you can prove it you will be refuneded, even if the user has unverfied account and without balance.. It really doesn't matter if he has balance or not, his account gets limited and his balance goes in to minus, it is Paypals job afterwards to get money that he owes to paypal...
