Are we allowed to sell accounts that we are not the original owner of?

 

yes but b4 u sell it u must specifically state that u are not the original owner and that u will be responsible for it if anything happens and that u will rf

Just don't lie about it, and remember that you are responsible because you're selling it.

 

I'd only do it if I knew for a fact it wasn't going to be recovered/had it in my possession for a year or so.
