Reporting TheMoneyTeeam as a scammer

Im selling fifa coins and get a message from this guy saying he wants 3 million so we move to pm.i offer to do smaller amounts and say that I'd go first and he refuses.

We then agree on selling a million,we discuss the methods and decide upon me giving him 500k to begin with and he makes payment of £100 and then upon payment I give him the other 500k

I promptly buy his player and then no sooner as I had he says he's not paying me until I buy his second player which wasn't the original deal.

After many pm's of him refusing I then request he give my coins back and we call it quits but he refuses this also

Why hasn't anything been done about this? He's now scammed more people since this because nothing has been done.
