can a level 3 with a rare name be recovered?

I really want to buy this name which is on a level 3. Whats the likelihood of it being recovered?

The level of the account doesn't affect the recovery process in any way, shape or form. So, yes it can be recovered. I'd say 90% of accounts get recovered. So buy the name ready to transfer or from someone extremely reputable.

The account/name can be recovered at any time by the original owner, the level doesn't matter.

 

Once you have transferred the name to a different account, is there any way for the seller to create a report and get the name back?

 

Yes that's possible, saw that in the past and I know some names which were transfered and then recovered.
