The problem with that is pardons cannot be given with stipulations. Staff are supposed to either 100% absolve the user, or outright deny the pardon. No "he can be unbanned but he can't be an omm anymore" or "unban, but perm twc"

 

loss of omm AFAIK was automatic on ban rather than a condition of pardon

 

I said banning him from OMM apps counts as a stipulation, not simply stripping him of ranks.
