Decaying Life is a scammer/vader? +LoL Boosting Clarification

I noticed his ELO boosting prices were ridiculously cheap (unreasonably so by any standards), checked his IP, and made my way over here to see that he's already been reported by a member named "Scowl," so it seems my suspicions that he's a scammer have been confirmed right away.

I believe that he's not only a scammer but also a ban evader. His preliminary IP audit matches him to Frugal, the previously LoL-active ban evader who would know how to scam on Sythe as well as what prices to set to make his (fake) boosting service too attractive to pass up.

Decaying Life also posts exactly like Frugal - he's rude, immature, disregards decent grammar (apostrophes are his specific weak suit), and puts "lol" at the end of a good quarter of his sentences, and much more often when he's angry.

In addition, I just saw the reply to Scowl's report @ "Decaying Life." I'm extremely familiar with the LoL boosting rules, and Scowl is definitely in the right expecting compensation for "Decaying Life" getting him demoted.

"Decaying Life" also previously had a boosting thread locked for refusing to post a screenshot proof of his rank.

Banning him until he compensates the user for that loss/if he disputes the ban he will be given a TWC.
