Zepha Scammer? Scammed of £23 PayPal?

So, he added me and told me about his League of Legends Referral services. I had already paid someone else from Sythe to do the services (Eloclimb) which I then had to ask the money back from as this guy offered me it for the same price but within 3 days. He sounded legit, sent me proof of chat in PM and sounded like a genuinely nice guy. So obviously I went ahead with it. He then removed me on Skype about an hour later.

Not sure whats going no. Didnt think he would scam for such a small amount considering his vouches and business he had going. But hell, some people, eh?

I havent claimed back the money or done a resolution on it for PayPal yet as I dont know if hes actually trying to scam me or if an accident has happened etc. So I thought i'd do this just incase so that mods can message him and get in contact where I may not be able to get through to him.

Tried re-adding him numerous times warning him that I will report etc. and he declined every single attempt. 100% Scammed.

 

Personally the writing is way too small to read the chat, can you upload them with a different site/with a clearer imaging.
