Gif Effects

I've been noticing loads of people are starting to pick this up. I just googled around to find this and this is the only one I could find that was somewhat decent. I rushed at it but I came out with this. Just using this as an example.

I need to know where I can find Gif effects such as this like fire,lights anything really just needs to be a gif with a black background.

 

When it's a black background like that; does that mean you can place it overtop of another animation? If so; how and which program?

Could be done within photoshop cs6, probably not on earlier versions. Just use screen blending mode (not sure if this method of extraction would work for a .gif) http://www.sythe.org/graphics-tutor...-flares-without-screen-blending-mode-tut.html
