*Zoom* scammed me

Briefly explain the trade:
He was selling 15m RSGP in this thread:

I added him on Skype, we agreed a fee and a location - I went first. He disappeared after I sent the money.

EDIT - To clear up potential confusion, the various images exchanges were of us showing our PayPal accounts - That I had sent the $4 and he had not received it. He also showed his monitor over webcam. We didn't realise that you have to claim it. (as you can see from the chat logs)
