EDIT: He wants you to spend $40-80 just to get started. It might not be a "scam" but it's "not worth doing." Also, it involves referrals.

Sounds like a scam. You can make much more social engineering.

basically scamming/tricking someone else into getting scammed

 

It's like one of those online businesses where you "sell" an online product to someone, and they go on and "sell" that same product to someone else.
And you get a cut of what anyone beneath you has sold.

Basically the same thing as those advertisements that say "I earn $xxx per day at home." Can potentially make money, but not an honest job.
