Anyways, did this for me also before, I just had to wait a day.

 

It used to do then when I tried to pay with Paypal, so I just went and bought some upgrades with RSGP - in my experience it's been cheaper to do it that way anyway.

 

Your best bet is to just do what Determinate suggested. Buy an upgrade from this part of the market:

If you can't pay in other ways (Like PBP/SMS), try Google Chrome/Firefox.

 

I would just try accessing it from a different place, eg google search runescape membership and see if you can byepass that one screen thats messing up.
