Visual Basic Assignment

Hi guys looking to get some help with my visual basic.net homework and have no idea how to do it. it's probably a simple assignment but i'm clueless when it comes to programming. If someone can create this than i'd be more than happy to pay some rsgp.

Here's the assignment:

Create an application that keeps track of population in different cities for the years 2000, 2001, 2002, 2003. The application can do the following operations:

1. For each city print the year when the population was the highest.
2. print the cities which had population more than the average population for all the cities in all the years.

The form has a multiline textbox that displays the output. The are two buttons on the form- one for each operation. The population data for the cities can be loaded in the form load event.

The data is shown in the table below

Bloosmburg 25000 24000 35000 20000
Danville 18000 19500 21000 20000
Berwick 8000 9000 85000 10000
Selinsgrove 35000 40000 38000 39000

Create a single dimensional array for the city and total. Create a two dimensional array for the population for the four years

yes it's Visual Basic... I gave the city populations under the cities in the thread. i just need someone to make a file with everything i stated in the topic and i would pay them. im clueless on visual basic
