    Since you already have an account and know the ToS/agreed to them, you would have to quit this account and it would be banned I believe, from my understanding since there is no agreement for just visiting the site jagex can do that however they may not have a registered account.

    When you Sign up, you tick a box confirming you are not, or are not in the immediate family, of a Jagex Moderator or anyone affiliated with Jagex. In this situation, I do believe he won't be allowed back on Sythe if he gets the job.
