    It's been done plenty of times before, it's a graphical glitch from a quest. It's not a costume or anything.

    You get that outfit in one of the ghost quests at port phasmatys. Didn't know you could wear it outside of there lol maybe a glitch =p.

    That's a quest outfit. Probably it is possible to move around with that outfit in ge, and maybe not a bug.

    ^ To all of the above posters , you're wrong . It's from the Ghosts Ahoy quest , and he obviously glitched it because you aren't allowed to wear it outside of Port Phasmatys .

    Its from the quest Ghost Ahoy. You cant wear it outside of the city, however he probly smuggled it out of there.
