Why was bann changed?

I don't understand, is this an act of hatred? My ban was set for October 26th to be lifted and now sense I created a dispute it has been put to Never? This is unfair, honestly. I was 12 when I scammed someone, I've matured over the years and haven't scammed anyone over these past years. I've been scammed myself 4 times in the past year. My paypal account went in negative just cause I lost $200 from a kid sending a dispute and taking it back when it was rightfully mine cause I sold him GP. Please just let me have my account back, i'm not what I used to be when I was 12. 18 now and I've got a lot of things ahead of me. Even if this helps, I am currently enlisted in the Navy with a boot camp date of January, I promise you I would never scam anyone anymore. Sorry
