Is there a new rule that you can't perm ban people bc i've seen it in the past.

I'm asking for a ban to be put on this account.

You already have a DNT. The most you can do these days is request a DNT. Just change your password to something meaningless and log out if you want to leave for good, but you should really consider settling your debts beforehand.
