Its actually govind afik. You have to have written an impressive program in c++ but that's only part of it. You have to be established in the community with some kind of contributions.

You have to have extensive knowledge of the code, you have to have been a member for quite some time and have some kind of reputation for an upper-admin to even bother to take a look at your coding

Look at the suggestions thread. Start creating mock ups of what peoples ideas are. If you're C++ worthy it would be easy for you to mock and create 10 ideas within a week
