less people will get scammed than, and more people will try and do their best to get in this list?

It could be a good idea but there is always a chance you will get scammed so for that reason i dont support, people just need to use there best judgment when trading or use a middleman whenever possible.

Also there are plenty of new people that are very trustworthy and if you single them out then they wont get any business so basically your just setting up a system for people that have already been here for a while and are already trusted.(Not that it would be a bad thing) I just dont think creating a section like this would help very much.

I support, although, people would trust the forum alot more, thus for offering more amounts of money giving the trusted people, a chance to scam, i mean i see guru's with 30+ vouches banned all the time

I don't necessarily support because it'd single out the people with a less rep who really are legit and trusted. But on the other hand, it'd most likely stop most scams.

That would just get those sellers more customers and then it wouldn't be fair at all to the newer people who want to be a part of a business aswell.
