If you was the original owner of the account, that's one way it can be "recovered" assuming you saw the ban, or was notified of the ban.

As for @Flax he is a known bot farmer and trader, so I don't see why he would lie about having the account recovered, if it's unbanned it wouldn't be due to him being hacked (otherwise he would of been compromised on his farms) so you are the OO are responsible to recover if so.
