Everyone must realize how simple it would be for them to blanket ban bots. Even the clueless people that don't bot know that theres a few giant hotspots, varrock essence mining, seers village flax/bowstring/magics/yews, just to mention a couple. So why doesn't fagex just hire a few people to go through the worlds daily and ban them all? They do that stupid bot hunting event and blanket ban one world to show that they're doing 'something'. If they banned your newly created bot account daily would you bother after a few times to make another?

Well now also why do they allow gold sites to continue on? They could easily sue them as the ToS does say that it's their property. Even if most of the sites are china based they could have them blacklisted in numerous countries (china is known for not caring about copyrights and such if you didn't know). So my guess is they have a deal with them, kickbacks every now and then and they won't take legal action or take any real action against bot farmers.

I don't see any theory given here, you just described the situation.

I didn't see a theory but you do have some good questions. There's something going on that we don't know about. o_O

The theory would be that Jagex is profiting so much from bots that they don't bother to truly combat them.....
