Banned him. Don't attempt to chargeback just yet. Try talking to him. Big IP changes in accounts can get accounts locked, so it doesn't necessarily mean he tried to recover it. If he doesn't respond, ignores you, or anything along those lines, please let me know so the ban will stay and you can go ahead and make that chargeback, or attempt one.
