Reasoning :
Unbanned account sleepy hasn't posted since 05-01-13 until yesterday, and only ever posted about ELO boosting.

Banned account also posted on 05-01-13 and a few days after that about ELO boosting, and then came back earlier this year. As soon as this account was banned, the other account came into play.

Both accounts vouched 'Divine EMP' for boosting services here

The latest banned account has had a trade MM'ed for a 07 acc for gold, and then the unbanned account has a 07 acc for sale.

Sleeppy magically coming back a day after joea was banned is too coincidental, along with the IP matches & the other evidence...
