Yumcha Wont Give Me a Refund

Recently, I bought a steam account from Yumcha (this guy: http://sythe.org/showthread.php?t=814065)



His refund policy clearly states that accounts retrieved within 72 hours of the transaction will be refunded.
And yes, that's exactly what happened.

So I went back to ask for a refund.
He told me that he would give me a hacking program instead, but it didn't work.
So I went back to him, and just asked for a refund.


But of course, he blocks me.

YES, I'm aware that his refund policy states that proof must be provided if the account is retrieved,
but seeing that he blocked me before even asking for it,
I think that it's pretty obvious that he had no intentions of sticking to his policy at all.
