Make a global announcement when new rules are put in place

Title.

I was recently hammered for a rule barely a month old, the rule was edited in on 6/30/2014 discretly. My suggestion is when you change the rules enlighten who they affect.

A global announcement would work nicely, as no one I know just randomly goes and rereadsrules (especially SF rules since there are so few).

Just a suggestion to prevent more bullshit in the future, its not fair to ban people or punish them for rules ninja'ed in without telling people.
