Reading stickies before posting new thread

I suggested this a while back in another suggestion i made but it became very disruptive so i deleted the thread.
How it would be benefitial:
-It would force newcommers to read them before they post a thread so they are aware of the consecquences.
-put a check box that says "i have read the stickies and am aware of the rules"
-even if they check the box they would be responsible and would now be able to claim "i didnt know the rules"
-would make it so theres less "bs threads" that are created.

Any thoughts or any imput at all would be appriciated, this is just how i view it so i need others oppinions!

I see where you're coming from, but I doubt anyone would actually read them. Like people do when installing a program/game they will be presented with the 'user agreement' and just scroll all the way down and tick it and press continue. My guess is that's what would happen here as well, people would just tick and move on with their thread.

Would be nice but there are new stickies all over and some are section specific and some even are pointless.
