okay, there are a lot of aspects you have to work on, ranging from lighting, depth, blending, to focal points, colouring (secondary and complimentary colours and how they work together), and the usage of artifical colouring and lighting (curves, levels, gradient maps).

You also have to accept that symmetry is very often ineffective in signatures.

Read some tutorials.

software is nothing, you can learn just the technical aspects on paint.NET as you can on ps cs4.

Exactly what tribal said. I think you should work on the element of blending and contrast the most though.
