It's apparently $90 free in PayPal, but when you go to the link he posts it's a h1.ripway.com site (visible proof of this is in the URL bar when you follow the link) meant for phishing purposes.

An example of proof is: When you go to log in on the PayPal phisher site, you can enter anything random into the Email and Password box and it will log you in. The info is automatically stored in his Info.txt file on his Ripway account.

All in all, summed up, he posted a foolish attempt to reel in PayPal accounts with a Fake Login Page.
